Changes to IRC Rules For 2009

Most of the changes to IRC Rules for 2009 are again related to detail ‘administrative’ issues which at a day to day level will have little or no immediate effect. These, and other more substantive changes, are outlined below.
The change to the IRC Rule Preamble reverses the previous default that advertising was not permitted. Unless an Organising Authority specifies otherwise in a Notice of Race, advertising is now permitted by default. Rules 18 and 31 are also appropriately amended.

Rules 8.4.1 to 8.4.6 are deleted. These are now included within Section G of the ISAF Equipment Rules of Sailing and therefore do not need repeating in IRC Rules. There is no practical effect.

The reference to Appendix 2 in Rule 9.4 is deleted with no practical effect.

Rule 8.4 is deleted and re-inserted as Rule 17.2 with no practical effect.

Rule 19.8 is amended by the addition of MUW and HHB correcting a previous omission.

In Rule 26.1.5 and a number of other rules and definitions, the word ‘carried’ has been replaced by ‘on board’ for greater clarity and understanding in other languages.

Rule 26.1.6 (a) is amended to incorporate IRC Notice 01/2008.

Rules 26.1.6 (a) (iii) and 26.1.6 (b) are added to permit a boat to declare that she may adjust her forestay and mast foot while racing.

Rule 26.3.3 is amended, Rule 26.37 deleted, and the definitions of J and FL amended to reflect deficiencies shown up by the increasing number of boats using ‘code zero’ type sails.

Rule 26.2.2 is amended by reducing the qualifying OSR Category from 2 to 3 and clarifying the maximum permitted area of an additional spinnaker.

The definition of P is amended, without substantive effect, to correct the historic omission of ‘permanent’.
